A RESOLUTION/PETITION TO ESTABLISH AN ELKHORN CREEK USERS' SAFETY PROGRAM

WHEREAS, the public's use of Elkhorn Creek throughout its corridor has increased from an estimated 20,000 to 25,000 in 1985 to over 50,000 in 1990 and 75,000 during 1996 leading to rising concerns for safety, litter, trespass, and conflict between users and landowners; and,

WHEREAS, these tourists/outdoor enthusiasts spent, based on Kentucky's Tourism Cabinet formulae, between 6 and 9 million dollars last year within the four-county watershed making it the leading tourist attraction in Franklin, Scott and Woodford counties; and,

WHEREAS, the recent Flood of '97 changed the stream's topography causing its Scale of International Difficulty rating to rise from Class II to Class III further rais-ing its potential to harm users beyond that experienced in recent incidents; and,

WHEREAS, current access points are impermanent, provide illegal and/or unsafe parking which is severely less than existing demand, provide no shelter, sanitary or even solid waste disposal facilities, and are under increasing scrutiny from adjacent landowners; and,

WHEREAS, an overall stream safety program is needed to address the safety issues relating to access, parking, stream safety information (water levels, hazards, dam portage directions, etc.), shelter, and environmental/sanitary facilities as well as mi-tigative and rescue procedures; and,

WHEREAS, the Elkhorn's main stem in Franklin County is the most obvious place to design a public stream safety program in cooperation with local officials, users and landowners to address mutual concerns and achieve user safety objectives;

NOW, THEREFORE BE IT RESOLVED, that the undersigned person(s)/organization(s) do implore the above to develop a plan which addresses the objectives of: 1) permanent, safe and adequately-facilitated access areas to the Elkhorn's main stem while providing a soft management parking space approach to assure safe boating with minimum impact on landowners; and 2) a boater safety information facility which is easily used by potential boaters for trip decisions/considerations; and 3) a more safe dam portage at the Jim Beam Dam; and 4) a swiftwater rescue plan.
